A Race Car may only receive one By-Run.   How is a winner determined? If the race time or speed can be determined, the By-Run should be given to the car with the fastest time or speed. (SUBJECT TO THE FIRST GUIDELINE..)   Are there any other ways a winner could be decided? IF the race time or speed cannot be determined, the By-Run should be given rotating through the lineup.
